Hanna advises clients on all aspects of public procurement law and related areas of public commercial law.

She has many years of experience advising on EU-wide procurement procedures as well as the awarding of service concessions by contracting authorities, including districts, independent cities, local associations, public entities and local government-owned companies.

Hanna offers extensive industry expertise in the field of „Public Safety Authorities and Organisations“ („Behörden und Organisationen mit Sicherheitsaufgaben“, BOS) and in the law regulating emergency services.

She advises on German statutory health insurance law and the remuneration of emergency services, including corresponding negotiations and approval procedures

In addition, she manages EU-wide procurement procedures for other, particularly non-medical services, for example in the areas of event technology, marketing, and catering.

She represents her clients in procurement review proceedings before procurement chambers and higher regional courts, as well as in administrative law disputes before administrative and higher administrative courts.

From June 2008 until the founding of ESCH BAHNER LISCH, she practiced in the Public Procurement Law/Public Commercial Law practice group of a major international law firm. Hanna is the author of numerous publications on public procurement and public commercial law. She is co-editor of the journal VergabeFokus and co-author of the Beck commentary Leinemann/Otting/Kirch (eds.) on the German Procurement Regulation (Vergabeverordnung, VgV) and the Regulation on Procurement below the EU Threshold (Unterschwellenvergabeordnung, UVgO).
