Karsten advises contracting authorities and bidders in public procurement procedures.

His clients are predominanlty universities, research institutions, local government bodies and their affiliated companies.

A key focus of his practice is the procurement of information technology services. His advice routinely includes contractual aspects, notably in IT law. When required, he also advises during project implementation.

Until the founding of ESCH BAHNER LISCH, he was partner at a major international law firm in the Public Procurement / Public Commercial Law practice group.

Karsten regularly gives lectures, particularly on public procurement law and IT law. He is the author of numerous publications, co-author of the Beck commentary Leinemann/Otting/Kirch (eds.) on the German Procurement Regulation (Vergabeverordnung, VgV) and the Regulation on Procurement Below the EU Threshold (Unterschwellenvergabeordnung, UVgO) as well as of the “Computer Law Handbook“, also published by Beck.

In addition, he is a member of the board of the public sector division of the German Association of Management Consultancies (Bundesverband Deutscher Unternehmensberater, BDU).
