Oliver provides legal advice to national and international companies, organisations, and public entities on public commercial and procu-rement law, including the privatisation of public services.

He has a wide range of experience providing legal support in EU-wide procurement procedures for both contracting authorities and bidders, in complex approval processes as well as in remuneration negotiations and cooperation agreements within the healthcare sector.

His areas of focus also include advising on legislative processes, regulatory matters, and the negotiation and design of agreements under German statutory health insurance law.

Oliver also specialises in the law regulating emergency services and Public Safety Authorities and Organisations („Behörden und Organisationen mit Sicherheitsaufgaben“, BOS) as well as in procurement procedures in the defence sector.

He advises numerous contracting authorities. Among his clients are also leading national and international medical device and pharmaceutical manufacturers, as well as several major industry associations.

Following his law studies and legal clerkship in Cologne and Brussels specialising in European law, Oliver held, among others, positions at a university hospital and an international law firm. From 2006 until the founding of ESCH BAHNER LISCH, he practised at a major international law firm where he led the Public Procurement / Public Commercial Law practice group.

He is the author of numerous publications and a member of, among others, Forum Vergabe e.V. and the Medical Law working group of the German Lawyers‘ Association (Deutscher Anwaltverein, DAV). He also lectures on public procu-rement law at the Cologne University of Applied Sciences (Technische Hochschule Köln) and at the German Lawyers’ Academy (DeutscheAnwaltAkademie).
