Henning advises contractual authorities and companies on all aspects of public procurement law, subsidy law as well as the related areas of public commercial law.

He has a wide range of experience providing legal support in national and EU-wide procurement procedures for both contracting authorities and bidders.

Henning advises companies on participation in public procurement procedures during the application and bidding phases. He supports the submission of applications and offers, accompanies them in procurement and contract negotiations, and safeguards their rights through formal complaints as well as in procurement review proceedings.

He advises public contracting authorities and grant recipients during the planning and execution of procurement procedures and the drafting of legally compliant procurement documents. He also represents his clients before procurement chambers and courts.

A focus of his work is providing legal support for EU-wide procurement procedures and other procurement projects undertaken by statutory health insurance funds in the public health sector and the healthcare services sector.

He has extensive knowledge and experience in this area, for example in concluding supply contracts in accordance with German statutory health insurance Law. He advises renowned medical device and pharmaceutical manufacturers on EU-wide procurement procedures and related legal issues, such as compliance in the healthcare sector.

Prior to joining the law firm ESCH BAHNER LISCH, Henning was a solicitor in the Public Procurement / Public Commercial Law practice group of a major international law firm.

He is the author of numerous publications, co-author of the Beck-Online Commentary on Public Procurement Law and the Handbook on Sustainability in Public Procurement, and a member of the Public Procurement Working Group of the German Lawyers‘ Association (Deutscher Anwaltverein, DAV).
